Nuclear Fuel Cycle and Power Generation
Four Pacific Rim states generate electricity from reactors. The island region argues about the consequences years later. Utility documentation splits into licence renewals and spent fuel management plans lodged with a national regulator, then into decommissioning cost estimates and the periodic safety review submissions a regulator publishes for comment. Little of it originates in English. By the time a minister in the islands sees a summary, two other hands have been on it.

Japan's Act on Final Disposal of Specified Radioactive Waste sets out three investigation stages. Objection attaches to a stage, so a jurisdiction unable to name the stage in Japanese cannot time its objection.
NUMO opened the first stage on Minamitorishima in 2026, after the Ministry of Economy, Trade and Industry approached Ogasawara Village. Village assembly minutes, the ministry's explanatory materials and the stage reports published from Tokyo all appear in Japanese and stay there. The statute puts the progression question to the prefectural governor and the municipal mayor, and advances against neither. A neighbouring jurisdiction has no standing in that step. Regional memory of this argument predates the current survey. In 1980 Japan proposed dumping roughly 10,000 drums of low-level waste at a deep ocean site north of the Marianas. Testing Legacy and Site Remediation
Three weapons states tested in the Pacific between 1946 and 1996. The technical residue is a remediation literature rather than a historical one. Weapons Treaties, Safeguards and Verification
Pacific states hold heavier treaty obligations in this field than their technical capacity suggests. The Treaty of Rarotonga generates national reporting duties, as do the Treaty on the Prohibition of Nuclear Weapons, IAEA safeguards agreements and the Test-Ban Treaty verification arrangements. Most island parties fall under a Small Quantities Protocol, which cuts the inspection burden and leaves the initial report and the annual declaration standing.

Maritime Transport of Nuclear Materials
Vitrified high-level waste and separated plutonium have moved between European reprocessing plants and Japanese utilities by sea since 1969. Several of those voyages have taken a Pacific routeing. The INF Code governs the ship and its cargo, down to the shipboard emergency plan. It says nothing about telling a coastal state that a voyage is coming. Forum members have pressed that omission for three decades.
Tonga's maritime administration deals with prior notification correspondence and port refusal instruments, then with the diplomatic notes following a transit. The International Maritime Organisation writes and amends the instrument in London. Pacific submissions to the Maritime Safety Committee come from ministries represented there only in writing. Nuclear-Propelled Vessel Safety and Operations
Two documentary systems govern a nuclear-propelled ship. SOLAS Chapter VIII applies to civil nuclear ships, which sail with a safety assessment written to the IMO Code of Safety for Nuclear Merchant Ships. Warships fall outside that regime under the sovereign immunity provisions of UNCLOS, so a naval visit proceeds on a bilateral safety assurance and a national emergency plan agreed between two governments. Neither of those is a treaty text, so two governments fix the wording and the receiving state publishes it, if at all.
A receiving port handles a pre-arrival notification and a berth radiological monitoring plan, then an emergency plan annex naming evacuation sectors and a post-departure survey report. Aotearoa New Zealand avoids the sequence, keeping nuclear-propelled vessels out of its internal waters under the Nuclear Free Zone Act 1987 and taking the question to a select committee. Underwater Acoustic Emissions and Mitigation
Active sonar arrays produce the emissions at issue. Source levels appear in decibels referenced to one micropascal at a metre, a scale unrelated to the airborne decibel a public meeting knows. Restoring that missing reference unit is the first correction we make on this material. Level A and Level B harassment are terms of art under the Marine Mammal Protection Act. Almost no Pacific island jurisdiction has a gamma camera, a cyclotron or a radiotherapy bunker, so a Pacific patient meets nuclear medicine as a referral. The far end holds an informed consent form for a radioiodine or diagnostic tracer procedure, plus the discharge instructions telling a patient how long to keep away from children after treatment.

Radiation Protection and Dosimetry
The IAEA Basic Safety Standards assume a national regulatory body, an authorisation regime and an occupational dose record system. Most Pacific states have none of the three. Radiographers themselves are usually contractors from South Asia holding an Atomic Energy Regulatory Board licence and a home-country training record. Dose record continuity is usually the break point. A thermoluminescent badge issued by one laboratory and a cumulative dose statement held by a former employer have to reconcile with a medical surveillance file kept in a third country. Nuclear and Radiological Emergency Response
The Convention on Early Notification of a Nuclear Accident and the Convention on Assistance oblige a state party to notify and to receive. Disused sealed sources stay hazardous long after the equipment around them goes out of service.
